In the article the analysis of the most pressing challenges, risks and threats to food security of the Republic of Mordovia have been caused or exacerbated as a result of accession of Russian Federation to the World Trade Organization. The authors built a classification of threats to food security, identified current challenges in the WTO to regional food system. New challenges for the agricultural production of the Republic of Mordovia can become threats and prospects. The analysis carried out has allowed formulating the basic landmarks of development of a regional food system, which will allow to adequately responding to the challenges arising in conditions of accession of the RF to the WTO. In the current situation, the gap with the developed countries of the world for agriculture of RM, as well as for all the domestic agricultural sector, a model not a follower, and advanced development. A comprehensive analysis of the problems of forming and implementing agricultural and food policy in the Republic of Mordovia is presented in the form of SWOT analysis. The prospects of neutralizing the most acute threats to food security of the region.
